State against Common Man

It looks Like the Indian Govt is against the common man of India.
Common man is taxed heavily from vat to education cess, the IT guy is taxed repeadly from fuel to food.
However the govt is silent and ignorant when thousands of crores comes from all routes with fictious names and being used by the theives of IPL misusing the name of cricket.
why is govt not acting and silent?
why not the assets of IPL frozed till proper investiation of this corruption.
where does people of IPl gets thousands of crores without profit. and who is taxing them?
